This tutorial will help you out in making a simple poof sleeves commonly seen in Mahou Shoujos. Today this will be based off of Radical Revy-chan from that one silly Black Lagoon Omake episode.

A quick understanding of these sleeves is just having an extremely large and decently wide piece of rectangular fabric, (both measuring up to your particular choice) then gathering it. Mine after my mistake of making it TOO large was 6" wide and 25 inches long. To end up with that, I usually measure my bicep and add 10" to the measurement, the moment of truth is when you gather the material to see if it's the 'poof' of your choosing.
I actually do not own a serger so I used fray check on the edge of my fabric before hemming it. Once again the measurements are all up for your own choosing, in this specific sleeve you can see at the top image Revy's stick out a little further underneath. That was 1" long added to the 6" width of the actual 'poof'.
After, gather the material at the top and bottom. For those who don't know how to gather, here's how: The tension starts very low on my machine ( tension: 3 ) with the longest stitch ( straight stitch: 5). Give it a bit to sew probably half an inch then sew back to seal it off, after turn the tension to 0 then go all the way down. You're going to want to do this twice on the top then the bottom of the sleeve. I 'seal' off the beginning so when I tug the thread it won't go loose as I do so.
Once that's done it'll look something like this, if you're wondering "how far do I want to gather this?" I gathered this to fit my bicep. Other ways to do this instead of hand gathering is using an elastic band that's about the same measurement of your arm and sewing over that and the fabric at the same time with a zig-zag stitch. But I prefer this more since I have more of a control on how the gathers will look.
To end it I fabric glued bias tape over the seams, you can seal it off any way you'd like: use same color biased tape, attach it to the rest of the sleeve, whatever your outfit is calling for. Then there you have it after attaching the sides together and cutting off the access thread/fabric!
